Objective
This position is responsible for providing estimating support as required on projects in a timely manner and in accordance with cleint policies, systems and procedures; projects range from fully defined (conventional “Bid-Build” Projects) to conceptual (alternative procurement such as “Design-Build” Projects).
Essential Functions
1. Provide cost estimates for potential projects
• Review contract documents and project site conditions for potential impact on the estimate
• Perform or verify the accuracy of quantity take-offs
• Analyze alternate means and methods to determine the most economic alternative
• Price the work
• Identify risk issues and their order of magnitude
• Solicit subcontractor and/or supplier information & pricing
• Assist in “Good Faith Efforts” as required
• Participate in the estimate review process
• Assist in the estimate closing
2. Provide input to and/or develop the overall project schedule
3. On projects with alternate procurement methods
• Assist in technical proposals as assigned
• Participate in design development, constructability reviews and Design-Build Task Forces as required
• Provide support for negotiations (pricing of alternatives, BAFO, LAFO, etc) with the client
4. Assist project personnel on successful proposals as follows
• Participate in the transfer of information on successful projects including the Job Kick-off Meeting
• Assist in the preparation and review of work plans as requested
• Participate in periodic reviews and visits to projects as appropriate
• Pricing of change impacts as required
5. Assist in the collection and tracking of historical cost data, alternative means and methods, material types and costs as requested
Education & Experience • Bachelor’s Degree in Civil Engineering, Construction Management, Administration, or equivalent related work experience.
• Minimum of 12 or more years estimating or project experience on heavy civil projects
• Minimum of 6 or more years estimating experience
• Experience in estimating or on a Design Build Project desired
Knowledge, Skills & Abilities
• Proficiency with all MS Office products (Word, Excel, Access, PowerPoint)
• Proficiency in computerized estimating systems such as BIDS2 or HCSS
• Expertise in one or more areas of heavy civil construction such as structures, earthwork, utilities, etc
• Ability to breakdown construction operations into a logical sequence of activities
• Ability to work in a team environment
• Ability to professionally communicate the basis for individual work product when in a highly stressed environment
