
A partnership between WNC & Associates, EmberHope and Riverstone Platform Partners has broken ground on Hope Estates, a $13.58 million, 38-unit affordable housing community in Newton, Kan. Construction is expected to be completed in late 2026.
Hope Estates is intended for low-income seniors, foster families and young adults transitioning out of foster care, but it will also serve any household earning between 30 percent to 60 percent of the Area Median Income.
The project secured $6.87 million in federal Low-Income Housing Tax Credit Equity and an additional $4.62 million from the Kansas Low Income Housing Credit program. The developers also received $800,000 through the HOME Investment Partnerships Program, and Legacy Bank is providing the construction financing as well as a $1.373 million permanent loan.

Hope Estates is located at 900 West Broadway Street on the campus of EmberHope Youthville, a foster care and residential facility. The property is within three miles of Interstate 235 and about 30 miles from downtown Wichita. Its 38 units will be a mix of one-, two- and three-bedroom apartments spread across nine two-story buildings. Hope Estates will include a dishwashers, garbage disposal systems and washer/dryer hookups. Some of the three-bedroom units will also include attached on-car garages.
Community amenities include a clubhouse, fitness center, computer lab and playground. Residents will also have access to several service providers, including tutoring, GED preparation, skill-building workshops and mental health resources.
Recent WNC activity
WNC has begun work on several affordable housing projects this year. Earlier this month, the firm started work on Elm Apartments, an $87.8 million, 202-unit community in Portland, Maine. That project, which Avesta Housing and Reveler Development are partnering with WNC on, is expected to be completed in 2027.
WNC and First Resource Development Cos. are also bringing into Merrick Park Apartments to Springfield, Mass., a 62-unit project that will transform two vacant historical buildings by 2027.
In July, the developer began construction on El Camino Real, a $60.7 million, 110-unit affordable housing community in Oceanside, Calif. WNC partnered with MirKa Investments and Mission Neighborhood Centers on that development, which is also targeted for completion for 2027.
