Affordable Housing development and management company Volker Development, has announced plans for the development of Kelly Station, a 76-unit affordable housing community located at 2462 E. Washington Ave. in Madison, Wis. Volker has selected McShane Construction Company as the general contractor for the project, the developer’s first within Dane County.

Expected to come online in 2026, the available residences will be reserved for low-income households. Of the 76 available apartments, some will be reserved for people experiencing homelessness and individuals or families with disabilities. Knothe & Bruce Architects was selected to design the community, which will feature a five-story podium-style building atop an above-grade precast 60-space parking garage.

Design plans for Kelly Station include one- to three-bedroom units with vinyl tiles throughout the common areas and carpets within the bedrooms, stainless steel appliances, walk-in showers and balconies in select units. Community amenities include a club room, rooftop deck and fitness center, as well as a local community service organization suite and a Madison BCycle station.

The site has been designed with sustainability in mind as the property aims to achieve Wisconsin Green Built Homes Certification. Kelly Station will have a rooftop solar array to limit electricity usage in the common areas. There will also be a blue roof system that will help stormwater management to reduce runoff.

Permits and funding history

Kelly Station has been gaining momentum since the end of 2024 as a collaborative effort between Volker and the City of Madison. In November, the city of Madison Plan Commission approved demolition permits to get the project moving on the construction site. The permits included demolishing four houses and a former muffler shop at the East Washington and Seventh Street location, in addition to rezoning efforts.

Later that same month, the project was able to receive a portion of financing from the Affordable Housing Fund from the City of Madison Development Division. This round of funding provided the project with gap loans for projects that were awarded finances from the Wisconsin Housing and Economic Development Authority. The Community Development Division had $10 million to allocate to different affordable housing projects, of which Kelly Station received up to $2.5 million.

Other affordable ventures for McShane Construction

McShane Construction has worked on similar affordable housing projects. In November, the construction company finished a building, The Derby, a 70-unit affordable housing community in a joint venture with Lincoln Avenue Communities. The property is reserved for households making between 30 and 60 percent of the Area Median Income.

Last September, McShane acted as the general contractor on an affordable senior housing community project that finished construction. Veranda at Assembly, a master planned development on 165 acres, includes 100 affordable housing units at 5955 Peachtree Road in Doraville Ga., on the northside of Atlanta.
