A partnership between Meta Housing Corp. and general contractor R.D. Olson Construction has broken ground on De Soto, a $62 million affordable housing project in Los Angeles’ Woodland Hills neighborhood. The development is expected to come online in early 2028.
The future property is part of Warner Center 2035 Specific Plan, a local governmental master-planned initiative for the Warner Center neighborhood consisting of eight districts.
California Municipal Finance Authority Multifamily Housing Revenue Bonds, along with federal LIHTC, will fund the construction of De Soto. Other parties involved in the project include executive and design architect AC Martin, landscape architect Mark Beall and Associates, civil engineer KE Engineering Corp., mechanical engineer TAD Engineering and structural engineer EB Structural Engineers.

The property is taking shape at 6033 De Soto Ave., close to U.S. Route 101 and some 24 miles northeast of downtown Los Angeles. Additionally, Kaiser Permanente Woodland Hills Medical Center, several retail options and Pierce College are within 1 mile.
De Soto and the future of Warner Center
De Soto will feature 207 units designated for households earning between 30 and 70 percent of the area median income. The community will enclose one- to three-bedroom apartments across five floors, as well as a double concrete podium, serving as a two-level parking structure. Shared amenities will include a community room with computer workstations, outdoor spaces and a children’s play area. The developer aims to achieve LEED certification.
De Soto is the second affordable housing community Meta Housing and R.D. Olson have worked together on within the Warner Center development and the fourth one overall. The first project the partnership constructed in the neighborhood was the initial phase of The Alcove, a 301-unit property at 21300 W. Oxnard St. The second phase of is still in the planning stages.
Upon completion, Warner Center 2035 Specific Plan will feature several multifamily properties, as well as commercial buildings, bike paths, parking areas and 5.7 acres of open space. Some of the developments that have already came online include the Woodland Hills Medical Center at 5601 De Soto Ave., the 275-unit 21001 Kittridge, the Vela on Ox apartment community and the 1.6 million-square-foot Westfield shopping center, which features almost 250 shops.
