
The NRP Group has broken ground on Camp Wisdom, a 360-unit partial workforce housing project in Dallas. Wintrust Commercial Real Estate issued construction financing. Half of the apartments will be reserved for future residents earning at or below 80 percent of the area median income.
Upon completion in the second half of 2027, the community will feature one- and two-bedroom units ranging from 860 to 1,080 square feet. On site amenities will include a gym, swimming pool and dog park.
Located at the intersection of West Camp Wisdom Road and Clark Road, the development site is located roughly 15 miles southwest of downtown Dallas, proximate to educational institutions and health-care facilities. Interstate 20 runs within less than a mile, while Mountain Creek Lake is about 5 miles away.

The NRP Group has developed more than 62,000 units since its inception in 1994. Across the Metroplex, it brought online approximately 7,000 apartments throughout more than 30 communities, including Diamond Flats, a 331-unit property which debuted just last month.
Dallas’ highly competitive environment
About 67 percent of the Metroplex’s market-rate properties were in direct competition with the market’s income-restricted stock, meaning residents within similar income brackets would pay no more than 30 percent of household income to rent at either property type, according to a September Yardi Matrix report.
Higher competitiveness results in a lower occupancy rate across affordable communities, since residents would prefer renting a traditional property if rates are within 10 percent, the same source shows. For instance, Dallas’ average affordable housing occupancy rates clocked in at 91.5 percent in September, while the multifamily figure clocked in at 93.1 percent.
However, such a discrepancy doesn’t suggest an overall lack of demand, but rather implies its dispersion across pockets where newer luxury multifamily inventory might command higher premiums.
Affordable metroplex development retains momentum
Developers brought online more than 2,940 apartments in fully affordable communities across the Metroplex during the first 11 months of 2025, Yardi Matrix data shows. Throughout the entirety of 2024, approximately 3,100 such units came online.
Dallas-Fort Worth’s pipeline still held some 4,370 units underway as of November, according to the same source. One such project is Waterview Crossing, a 300-unit development in Anna, Texas. Village Communities of Texarkana broke ground on it in 2022.
